The developer has previously spoken to department store chain John Lewis about a possible move to the bus station, and hopes are growing that a deal can now be done.
Retail development at the site is likely to bring major investment and hundreds of new jobs to the city.
Derek Phillips, chairman of Exeter Chamber of Commerce, said: "We would welcome this move as it gives the city a platform to move forward on the bus station site over the next two years.

“It's only good if the right thing replaces it. It's universally accepted that John Lewis will take part of the site, but what else are they going to fill it with?
We¿ve already got a load of empty units on the High St (several of which are council owned¿) and its obvious the Princesshay format hasn¿t worked that well.
It¿s a great location and if it¿s developed wisely, could enhance the city massively.
I agree that moving the bus station down to St Davids (where specifically though is the real question, now the Uni has built on virtually all the free land) is a good idea, one big travel hub. Alternatively near the airport or down at Marsh Barton.
Please though, no flats or offices on the bus station site. Lets get the retail part of the town RIGHT”

“Now there's a surprise business leaders are in favour of yet more development.
The idea that a bus/coach station should be sited underneath a building is bizarre, do people not realise how much pollution these things cause.
The bus/coach station should be down by the railway station at St Davids, so as to give an integrated transport system, where there can also be established a route to the Exeter International Airport, which isn't in Exeter, and Exeter Racecourse, which is in Teignbridge, and then the government can come and have cabinet meetings in Exeter, only the last cabinet meeting which was held in Exeter, was not held in Exeter.
There could also be splendid links to the Northcott Thetare complex, on the University site, and the students could then catch public transport to their campus, and a well known drinking house, without being driven around by their so middle class parents, who have artificially inflated house prices in Exeter, just like the Ministry of Defence did when they moved the Met Office down here.”
