One female, who police said was conscious and breathing at the scene, was taken to hospital with minor injuries.
Traffic queues were heavy in the area, with travel time reduced to around 10mph.
Hugh Griffith, Highway Operations Control Centre Manager for Devon County Council, wrote on Twitter: “M5 Northbound tailed back over viaduct very slow moving through junctions 30/29 #devonroads”
Before adding: “M5 traffic Northbound still very heavy from junction 31 towards 30 once you get past the RTC before jn 30 motorway is running ok #devonroads”
The incident was cleared in time for the evening rush.
