A police spokesman said: "Police officers attempted to communicate with the male but he fell from the rocks and was pronounced dead at the scene.
"The male's body was conveyed by the police helicopter to Torbay Hospital.
"The male is a local man in his sixties."
They said the death is not being treated as suspicious.
Haytor is a popular tourist attraction, with thousands of walkers and coach parties visiting the spot each week.
