POLICE have expressed concern about a database of 6,000 convicted sex offenders and paedophiles across every county in Britain set up by a city man.

Chris Wittwer, from Exminster, posted the names and photographs of offenders on Facebook after spending "every waking hour" gathering police mugshots of registered sex offenders.

Nearly 18,000 people have joined his Facebook groups since the 34-year-old started compiling the huge online bank two years ago, but police have urged the public to treat the Facebook site "with caution".

Mr Wittwer, 34, who works as a warehouse operator in the city, said: "I feel really proud. It's quite an achievement, and if it helps people spot sex offenders living in their area who are a known risk to children, I've done a good thing.

"It's not a question of being a hate mob — it's the simple fact that on the national sex offenders' register you can access some information but can't see the faces of those who commit the crimes. With my groups you can see the pictures of offenders, their name, the date of their offence, and where they were resident at the time."

Mr Wittwer had his first group closed by police when he started the venture two years ago. But the online portals were restarted when he was able to show he was not breaking any laws by presenting information already in the public domain.

He has stuck religiously to only putting up details of convicted sex offenders by checking local newspapers and court records. He then cross-references the name of a sex criminal against the sex offenders' register before giving himself the green light to put up the name.

Mr Wittwer says he gets 40 messages a day from people praising his work, with many victims turning to him for support. He said: "It's very difficult when you get a victim asking for your help, because I'm not a qualified counsellor. All I can do is offer them a bit of advice and tell them where to turn."

He says he has also come in for hostility from actual sex offenders who have tracked him down and tried to attack him for what he has done.

He said: "On a couple of occasions I have had paedophiles try to hunt me down. I guess it's an occupational hazard."

Facebook confirmed that he has done nothing wrong in the eyes of the social networking site, which has millions of users across the country.

A spokesman said: "We want Facebook to be a place where people can openly discuss issues and express their views, while respecting the rights and feeling of others. It is within the terms of the site for users to express their views about a public figure, which includes views about someone who has been convicted of a crime and details related to the crime that are freely available in the media.

"However, bullying and harassment of a private individual is against the terms of use and any content or users found to be in violation will be removed."

"As a community, Facebook is highly self-regulating, and we encourage users to report questionable or offensive content.

"Facebook takes all complaints by users seriously and we have a dedicated team investigating these complaints and comments by users."

A police spokesman said: "Any information taken from the internet and sites like Facebook should be treated with caution, as its authenticity cannot be confirmed. We encourage anyone with concerns about offenders to report the information to the police or through Crimestoppers."

    I think you'd change your tune if your level-headed, well adjusted children were victims of these predators. Paedophiles may well serve their sentences in jail and have to cope with being outcasts in a world they don't understand but to inflict a life of never-ending nightmares on a child is unforgivable and there is no excuse.
    As a victim of child rape and a mother of two young girls I think I am qualified to make judgements against paedophiles.
    He served his sentence but mine will never end. Twenty four years later and I STILL have nightmares, and if that isn't enough I have plenty of scars to remind me. He walks free and I never will. Where is the justification in that?
    If they don't see what they are doing is wrong then we need to be more alert than ever and any help we get to identify them is welcome. You can't protect your children from unknown faces and I'll go to any lengths to protect my girls from the horrors I endured at the hands of one of these monsters.”

    “Liz, Exeter: Show me where I have said paedophiles should be left to do what they want and I will apologise and withdraw. However, it follows that when you cannot quote me saying such a ridiculous thing, that you should apologise for what is, after all, libel.

    I am not sticking up for anyone. However, brainless vilification and baying for blood does nothing to address the problem. It only helps to drive paedophile rings even deeper underground and make them harder to detect.

    These people are not normal, they know what they are doing, yes, but they are working to an entirely different World view and set of morals. In their eyes, we are the criminals, denying their 'normal' pleasures. Their attitude is akin to that of a very small extremist minority quietly working against the consensus. This is why rehab is so difficult, how can you rehab a criminal who doesn't see themselves as having done anything wrong. They exist in a mutually supportive secret society, indulging their interests while railing against and keeping away from public gaze, all the time wishing for a perverse future when their nature will be accepted by the majority. You cannot judge them as you would yourself or anyone else who is more or less 'normal'.
    It also follows that if a person is convinced they are not guilty of a crime, how can conventional penal servitude/punishment work? They are hardly likely to see themselves as 'naughty boys' getting what was due to them, more martyrs suffering a massive injustice. 'Treatment' and management of paedophiles is a massive, complex problem that has barely been addressed. This is partly political, due to tabloid rabble rousing, partly ignorance. It is a problem that has always existed, it is now more visible due to a willingness to make it so, rather than keep it a dirty secret to be hopefully forgotten. This will continue to be the case until a future enlightened government is willing to grasp the nettle.

    As for me suggesting conning old people is worse than child rape, where did I say that? Try reading every word (and understanding them) not just edited highlights to support your view of me!

    All this I have written is not made up, merely repeating what i have gathered from various newspaper pieces (sensible ones and not tabloid-hysterical) and TV documentaries.

    And, before you accuse me otherwise, I am a father and have managed to bring up two relatively level-headed, sensible, well adjusted children.”

    “Paul Crediton: I CANNOT believe you stick up for people who rape babies and children. As a mother, your last post makes me truly sick. They cannot help their inclinations?? Oh that's alright then, lets just leave them to it. Paedophiles know exactly that what they do is wrong and disgusting - why do you think they hide on the Internet to exchange their sick images?? Yet they don't seek treatment, they choose to abuse children instead. And to say conning old people is worse than raping children - you should be ashamed of yourself. If you truly believe that, you need help.”

    “Liz, Exeter: If that drivel was correct, no paedophile would ever be released from prison. A cure is not possible but coping strategies can be instilled if they are allowed to be. I haven't figures to hand but I am quite sure control can and has been maintained for some offenders.
    They are hardly scum, that epithet is fully deserved by some but not someone who cannot help their inclinations. For example, people who choose (as opposed to being compelled by their personality disorder) to con trusting but confused old folk out of their life savings are scum.
    Execute them? We don't have the death penalty for anything and that's the way it should be. Paedophilia today, what incurable disorder tomorrow? Eugenics here we come!”

    “Paul, Crediton: There is no such thing as a rehabiliatated paedophile! These people are sick in the head and re-offend time and time again, even after years of therapy in prison. They are the scum of the earth and deserve the death penalty if you ask me. Maybe if you actually knew somebody affected by this issue and saw the devastation these animals cause for families, you wouldnt write such drivel!”

    “Katy of Devon: I am not denying the public sometimes need to be protected from paedophiles although the way that should be done is, I believe, open to question.
    However, I also think that once a paedophile has completed the custodial part of his sentence (as I said before, his sentence will never be completely over), he/she has every right to be protected from the public. In a society where a paediatrician can be attacked and hounded out fof their home because they share a mere syllable with a paedophile, what chance for a possibly rehabiliatated paedophile?
    Except for a very few extremely dangerous criminals, perpetual punishment is not part of British law, and perpetual punishment by self-appointed punishers is most certainly not part of it. Open access to the sex offenders regiuster, where a name appearing on it can refer to arelatively minor incident will undoubtedly lead to vigilantism which has no place in a civilised society.”
