With input from organisations like the Devon Maritime Forum and Finding Sanctuary, a project working with sea users, the zones are being introduced under the forthcoming Marine and Coastal Access Bill.
The aim is to safeguard the region's undersea habitats and marine wildlife.
Jim Masters of the Devon Maritime Forum said: "We are actively looking for members for the new MCZ — anyone who uses and enjoys the sea off Devon is welcome to apply to sit on the group."
Applications should be made before July 24. More information is available on 01392 383231.
