The fire service report a barn containing vehicles has caught light on Exmouth Road in Exton at 2pm.
Three fire engines, two from Topsham and one from Middlemoor, and 20 firefighters are at the scene, along with a water carrier.
There are no reported injuries.
A police spokesman said: "We were called to the scene to manage traffic and put up road closures after reports of quite a large fire."
There are long traffic delays in both directions.
