The Canaries have already had an initial offer rejected, but are now preparing to table a fresh bid in an attempt to lure the 22-year-old away from St James's Park.
"We made an inquiry to see what the situation was for him," said Lambert, who expressed an interest in signing Seaborne during the summer transfer window.
"He is in his last year (of his contract) so that is where it stands now and it's something we can't do anything about at this stage. There's a possibility that we might go back in."
Lambert is desperate to bring in defensive reinforcements after Michael Nelson, Jon Otsemobor and Michael Spillane were all sidelined with injuries.
With only two fit central defenders, the Canaries manager needs to move quickly and could make a second offer today.
"Whenever a new manager goes into a football club they try to find out which players are out there that can help the current group of lads. You try and identify who you can bring in and who is available," he added.
"He (Danny Seaborne) is someone we spoke about a few weeks back. We made a little inquiry but nothing really materialised.
"But things change — I know he is out of contract, but as I've said before our squad is not massively big.
"The central defence is a priority for me because we simply don't have enough cover in that area, with just Gary (Doherty) and Jens (Berthel Askou).
"The squad is not big enough by any stretch of the imagination and we could do with someone now. But if we have to wait we can do that.
"We have other targets but we certainly won't just bring in people for the sake of it."
Seaborne is out of contract at the end of the season, meaning that if City offer him fresh terms equal to or better than his current deal, they would be entitled to compensation should he opt to join Norwich under the Bosman ruling.
The Canaries have moved to take Seaborne initially on loan before making the deal permanent in the January transfer window.
Grecians boss Paul Tisdale says he does not want to sell the defender, but admits every player has their price.
"Who knows what is going to happen?" said Tisdale. "We don't stand in anybody's way if we get the right offer.
"I am not looking to sell the player in the slightest. I don't want to sell any player at this football club.
"Danny is playing well and I am pleased with how he is doing."
