WRITING about the new dog control orders, how can it be difficult to enforce the new by-law on a pack of hounds in a public place, ie not on private land, all without leads, ie Ottery St Mary Square, Seaton seafront, and more places in East Devon District?

But the council will fine anyone walking seven dogs with leads — £80 or a £1,000 on conviction.

This dog control order is for all the public except for a small group of people, the hunts, who can go out in East Devon District with the council's discretion.

This is being allowed even with no exemption for hunts included in the by-law.

In a court case a few years ago the hunt said in its defence that only the huntsman was in charge of the hounds. They can't claim now that different people are in charge.

One law for one group of people and one for Joe Public.

“I'd like to see you attempt to walk 70 hounds on leads! Then proceed to run with them across the countryside and top speed. Not possible. Get a grip.”
